| New Delhi, March 3 (PTI): A bill seeking to prevent sexual abuse of children with provisions for stringent punishment for such offences was today approved by the Union Cabinet.The section seven of the bill provides for ''no punishment'' if the consent for sexual act has been obtained with a person aged between 16 to 18 years. The proposed legislation aims at protecting children against offences of sexual assault, sexual harassment, pornography and provide for establishment of special courts for trial of such offences. The bill provides for treating sexual assault as "aggravated offence" when it is committed by a person in position of trust or authority over a child including a member of the security forces, police officer, public servant, management or staff of a children's home, hospital or educational institution. It will be treated as an aggravated offence where the child victim is below 12 years or has mental or physical disability or the sexual offence causes grievous hurt or injury to the child with long term adverse effect on the child's mind and body. The punishment for penetrative sexual assault has been proposed as at least five years in jail and a minimum fine of Rs 50,000. Sexual assault also includes fondling the child in an inappropriate way which will invite a penalty of minimum three years in jail. There are nine chapters and 44 sections in the proposed bill. There is a special provision in the bill preventing abuse of children for pornographic purpose or possessing pornographic material involving children. There will be an obligation on the media, studio and photographic facilities to report such cases and failure to do so will attract punishment. The bill also envisages set procedure for media on reporting that would bar giving details of the victim and accused children's family or personal details or any form of reporting that can lead to their identification. Besides, it proposes special courts and more sensitive ways in dealing with crime against children. The new law will cover all new aspects of sexual offences against children not covered elsewhere with provision for stringent punishment. In her address to joint sitting of both houses of Parliament in this session, President Pratibha Patil had mentioned the government's proposal to introduce the bil. Congress President Sonia Gandhi was keen to see the bill through and had written to Women and Child Development (WCD) minister Krishna Tirath last year asking her to hasten the pace of the legislation focusing on sexual abuse of children, sources said. Amid reports of differences between ministries, she as NAC Chairperson had asked the WCD ministry to coordinate with the Law Ministry which had already prepared a draft bill on similar lines. |

| MH Reporter Mangalore, Mar 4 : Nehru Maidan in Mangalore is gearing up for a unique and scintillating sound and light programme called “Rayaratha” to commemorate the 500th year of Coronation of the Taulava ruler Krishnadevaraya of Hampi Vijayanagar. The programme will be held on the evening of March 6 and 7 and entry is free for the public. This Raya Ratha which is a re-creation of the Vijayanagara kingdom depicting the past glory of Hampi’s architectural splendour, is an initiative of the State Tourism Department, State Tourism Development Corporation and the Dakshina Kannada District Administration. Informing this to reporters, Prabhaker Sharma, Additional Deputy Commissioner said the programme has been organized to present before the people the glory and the culture and traditions of the Hampi town which was at the heights of fame during the Vijayanagara rule. Several workers are working round the clock to fix the settings of Hampi and the result would bring before the eyes of the audience a wonderful show through light and sound effects for one hour on March 6 and 7. The programme would be enabled using 500 electric lights and 136 circuits and seating arrangements have been done for 2500 people. The set is being created as per the concept of Shashidhar Adapa of Bantwal, Sharma said adding over 300 artistes have prepared the set putting in great efforts for three months. The programme will be inaugurated by District Minister Krishna Palemar on March 6 at 6 pm. Over 25,000 people are expected to witness this event and have a never before experience. |

Bangalore : Four Youths Drown in Bidadi Lake

Bangalore, Mar 3 (DHNS) : Three boys and a girl drowned while swimming in Nelligudde lake near Bidadi in the adjoining Ramanagara district on Wednesday, while six others who also took a dip, managed to escape from the swirling waters.
The police said that a group of 11, including four boys and seven girls, left for Bidadi to visit a temple and unwind there. After visiting the temple, the group reached the lake and relaxed on its banks before the boys entered the water for a swim.
Soon the others joined in. Some of the boys and girls managed to swim to the middle of the lake when one of them started drowning. The police said three from the group swam frantically to rescue the boy, but they too drowned.
“They could not swim because the lake was deep at that point, which was the result of dredging a few years ago,” a police officer said.
Narrating the tragic incident, eyewitness Sharath, an SSLC student at St Joseph School, said: “We wanted to spend the Shivaratri holiday. So, the girls took the train and the boys took a bus to reach Bidadi. After a darshan of Anjaneya Swamy, we reached the lake by autorickshaws.”
Sharath said that Manoj, who was the oldest in the group, consumed liquor before entering the lake. Tragedy struck minutes later,” he said.
Claiming that the survivors tried to escape from the spot after their friends drowned, the police said the boys and girls had lied to their families about their visit to the temple.
“They instead went to the lake and then the drowning led them to flee,” a police source said, adding that autopsies on the bodies will reveal whether they had consumed alcohol.
A majority in the group was pursuing SSLC and PUC, but three of the girls worked at Tele Call Seva Centre.

2G: Former telecom minister A Raja sent to Tihar jail
A Raja and his two former aides were arrested by the CBI on February 2.
"The accused is remanded in judicial custody till March 3," Special CBI judge O P Saini said.
The judge also directed the Tihar Jail authorities to let the former minister have access to home-made food, besides his medicines.
The court gave this direction to the jail superintendent on a plea made by Raja's counsel Ramesh Gupta.
Raja was arrested on February 2 for his alleged role in 2G spectrum allocation scam, which, as per the CBI, has caused a pecuniary loss of Rs 22,000 crore to the state exchequer.
The former minister is alleged to have manipulated rules to favour some telecom companies including Swan Telecom and Unitech Private Limited in allocation of spectrum at throwaway prices.
Van plunges into canal; 4 schoolchildren, attender drowned

Four children and an ayah of a nursery school were drowned when a van carrying around 12 schoolchildren plunged into the Parvathy Puthanar canal near Karikkakom Devi Temple located on the side of the Kazhakuttom-Inchivila NH bypass on Thursday morning.
Locals and the police fished out nine children, driver Sumesh and the ayah Bindhu. Of them, four children succumbed to the injuries in a private hospital later. The other five children are in various hospitals.
Bindhu, a native of Vattiyoorkavu, was declared dead on arrival at the casualty wing of the medical college hospital. Sumesh is also in the hospital with minor injuries.
The students were of the Little Hearts School, Pettah, according to the police. The driver had stated to the police, although he used to take 12 children, there were only nine children in the van today. The accident took place around 9.30 a.m. The van that was reportedly in high speed plunged into the canal that runs parallel to the road.
Rescue and relief operations were initially taken up by the locals, who successfully managed to bring the van to the side of the canal. The police and the fire and rescue service personnel joined them to locate the other children.
As the canal is infested with water weeds, the rescue operations were hampered. Top police officials are supervising the rescue and relief work to find out whether there are more children in the canal.
